I am not admins or banned, but I've seen the "banned!" emoji several times, and I think it isn't necessarily used to actually ban someone from this place. I don't recall exact occasions or situations, but in my impression, it is used mainly by non-admins when they jokingly dismiss someone's opinion or confession, like, when someone said that they could not accept something Yuzu says, does, wears, etc., or that they love other skaters more than Yuzu, or something like that.
