I can think of a few things, and the best case scenario is shin splints. Could also be a stress fracture or something more serious.

The way they wrote it first time they made it sound like a problem caused by the boots. But that’s unlikely to heal so long, is it now?

If so, the only thing I can imagine it being is some kind of allergy? or her boots don't fit correctly? Both of those would be easily sorted out within a four week time frame, though, you'd expect.
