You can read about it in the qualificiation system for the PyeongChang Olympic (D.3.1. Additional Athletes Quota).

According to this, they need to reach a technical minimum score, which may be different from the individual tech minimum score:

The Minimum Total Elements Scores determined by the ISU for this Additional Athletes Quota may be different from the Minimum Total Element Scores for the individual OWG competitions/disciplines. The applicable Minimum Total Element Scores shall be decided by the ISU Council and shall be published in an ISU Communication at the beginning of the Olympic season 2017/18.

 

The applicable rule can be found in ISU Communication No. 2097,. (pt. 10.) which doesn't determine a difference between the Indiviudal and Team tech minimum scores. So for the pairs it's 20 points for the SP and 36 points for the FS in both events.

Sorry, I haven't noticed that you have already answered your own question. 

 

Francis still has time to get the Japanese citizenship? Theoretically it shouldn't be a problem, of course it depends on some things like for example how difficult the exam itself is...

It sometimes happens that some skaters get the citizenship just weeks/a month before the Games, that's nerve-racking but it happens!

Hmm, so I wasn't too far off from the pairs who are in the running. Huh did expect the Japanese to be a tad better though. 

But I am so happy for the North Koreans, you have no idea. Fingers crossed for them that it goes well in the FS too, they are so talented. Also happy for the Australians, they got totally ... over for the GP spots because they are from a small Fed that I am very pleased they are doing so well here!
