Do you need tech minimums to participate in the Team Event, if you don't get a spot for the individual event? Say the JPN pair doesn't qualify a spot for the individual Pairs at Olympics but Kana/Chris do. So a Pairs team joins Team Japan for the Team Event only. Do you still need to meet the minimum tech to be able to join on the Team Event? I ask because regardless of what happens here, Sumire SUTO / Francis BOUDREAU-AUDET won't be able to participate in the Olympics themselves due to Francis citizenship, so another JPN pairs team would have to go, right?

Yeah, to answer myself you do need tech minimums for Team Event too. And yes, JPN has citizenship pairs who have the minimums who're likely to go if Japan qualifies for individual and/or Team Event. Though I think it's Miu SUZAKI / Ryuichi KIHARA now.
