Sadly it doesn't count for ISU PBs but her 73.18 from Olys isn't far behind. 

why doesn't the score count? It's an ISU event, isn't it?

Only Challenger series events as well as GP series, Championships (and WTT) count for PBs. All other ISU events only seem to count for ranking points. This probably (though don't hold me on that) because most B-competitions only have 5 judges compared to Challenger's 7 and Championships/GP's 9.
