It’d be just a Russian field with a few Japanese and Korean girls then. Sorry, the ISU has to promote the sport somewhere else too. So thus the limitation. And Team Canada performed far better at the last WC than Team Russia, so they deserved their spots for this year. Next year, they’re likely to be down to one. Though I hope for two.
