I think he's standing in the school gym that was used as evacuation centre. He's talking about the survivors and those who died in the disaster.

It's obvious he knows how much nervousness can affect a performance, and he's doing everything in his power to help Javi, even taking his celebration of his new world record in second place. Amazing.

Yes, I noticed that too. He stopped himself from showing full on fist-pumping jubilation with Javi nearby and about to skate.

It's wonderful how they support each other, and especially how Yuzu is so thoughtful of everyone around him.
