    It's from Mao's annual ice show "The Ice" (2012). They have a feature where they do something like 'dance battles' between figure skaters. My guess is he prolly lost a bet or was forced to wear the skirt. There's a history of TJ men doing drag (Kozuka, Tamura, Sasaki) in the more informal ice shows like Mao's The Ice or Shizuka's Friend's on Ice.
