No, not always. It’s just he has had so many chances to announce the “next season” but he skipped every one. When he talked about continuing 4A, he use the word “I can still work on it” and “I want to jump in front of everyone”, not “in competition”. Only less than 4 rows on Judges' side were open to public. I think first two rows of them were reserved by some Japanese tour groups. And the center part was reserved by ISU. Upper part on judges' side is reserved by media.
